Ez\u00e9rt is vett\u00fck nagy \u00f6r\u00f6mmel az osztr\u00e1k <\/strong>Foster Europe, Er\u0151s Eur\u00f3pai R\u00e9gi\u00f3k\u00e9rt Alap\u00edtv\u00e1ny<\/strong> <\/a>megh\u00edv\u00e1s\u00e1t a Nezsiderben m\u00e1rcius 18-\u00e1n megrendezett szakmai tal\u00e1lkoz\u00f3ra, ahol a magyar n\u00e9z\u0151pontot ismertethett\u00fck a Fert\u0151-t\u00e1j v\u00edzzel kapcsolatos kih\u00edv\u00e1sair\u00f3l az osztr\u00e1k szakembereknek.<\/p>\n\n\n\n

A K\u00f6z\u00f6s r\u00e9gi\u00f3 \u2013 k\u00f6z\u00f6s v\u00edzi\u00f3kkal ? <\/em>konferencia r\u00e9sztvev\u0151it a vend\u00e9gl\u00e1t\u00f3 alap\u00edtv\u00e1ny<\/a> igazgat\u00f3ja,\u00a0Stefan August L\u00fctgenau<\/strong>\u00a0<\/em>k\u00f6sz\u00f6nt\u00f6tte, aki bevezet\u0151 el\u0151ad\u00e1s\u00e1ban r\u00e9szletezte az alap\u00edtv\u00e1ny FOSTER projektj\u00e9nek <\/a>(FOSTER- Future oriented Solutions Toward Environmental Resilience) keretein bel\u00fcl, \u00edgy a <\/em>Fert\u0151\/Neusiedler See t\u00e1j kapcs\u00e1n tett v\u00e1llal\u00e1sait, kiemelve, hogy a hat\u00e1ron \u00e1tny\u00fal\u00f3 p\u00e1rpesz\u00e9dben sz\u00e1mukra nem csak az \u00e1llami szf\u00e9ra, a tudom\u00e1nyos szerepl\u0151k \u00e9s a region\u00e1lis fejleszt\u00e9s\u00e9rt felel\u0151s szakemberek \u00e1ll\u00e1spontja, hanem a civil szervezetek szempontjainak megismer\u00e9se is c\u00e9l. Az alap\u00edtv\u00e1ny fontosnak tartja a k\u00fcl\u00f6nb\u00f6z\u0151 nemzeti n\u00e9z\u0151pontok megismer\u00e9s\u00e9t, hiszen a Fert\u0151 t\u00f3 komplex \u00f6kol\u00f3giai viszonyai, az \u00e9rz\u00e9keny \u00f6kosziszt\u00e9ma, a turizmus \u00e9s a mez\u0151gazdas\u00e1g ig\u00e9nyei \u00f6sszehangolt \u00e9s egy\u00fcttm\u0171k\u00f6d\u0151 gondolkod\u00e1st \u00e9s megold\u00e1sokat k\u00edv\u00e1nnak. A ny\u00edlt eszmecsere \u00e9s a k\u00f6z\u00f6s j\u00f6v\u0151k\u00e9pr\u0151l val\u00f3 gondolkod\u00e1s j\u00f3 alap a k\u00f6vetkez\u0151 l\u00e9p\u00e9sekhez, egyben a Fert\u0151 r\u00e9gi\u00f3 fenntarthat\u00f3 fejl\u0151d\u00e9s\u00e9nek el\u0151felt\u00e9tele.<\/p>\n\n\n\n

Magyar Linda, a BESTbelt projekt szakmai felel\u0151se \u00e9s projektkoordin\u00e1tora<\/strong> az egyes\u00fclet t\u00f6bb mint egy \u00e9ve fut\u00f3 projekj\u00e9t mutatta be, ismertetve ennek v\u00e1llal\u00e1sait \u00e9s eddigi eredm\u00e9nyeit. Mint elmondta, az egyes\u00fclet a munk\u00e1ja sor\u00e1n igyekezett min\u00e9l sz\u00e9lesebb k\u00f6rben r\u00e1vil\u00e1g\u00edtani arra, hogy a Fert\u0151-t\u00f3 nem egy statikus d\u00edszlet, hanem egy \u00e9rz\u00e9keny \u00f6kosziszt\u00e9ma. Bemutatta, hogy mi a projekt konkr\u00e9t szerepe a t\u00f3 v\u00e9delm\u00e9ben, hiszen olyan strat\u00e9gi\u00e1k kidolgoz\u00e1s\u00e1ra van sz\u00fcks\u00e9g, amelyek seg\u00edtenek az \u00e9ghajlatv\u00e1ltoz\u00e1s, az emberi tev\u00e9kenys\u00e9g \u00e9s a v\u00edzgazd\u00e1lkod\u00e1si kih\u00edv\u00e1sok kezel\u00e9s\u00e9ben. Az egyes\u00fclet BESTbelt projektje<\/a> olyan integr\u00e1lt szeml\u00e9letet<\/strong> k\u00e9pvisel, amely a tudom\u00e1nyos kutat\u00e1st, a t\u00f6rt\u00e9nelmi tapasztalatokat \u00e9s a k\u00f6z\u00f6ss\u00e9gi egy\u00fcttm\u0171k\u00f6d\u00e9st \u00f6tv\u00f6zi a Fert\u0151 t\u00f3 \u00f6kol\u00f3giai stabilit\u00e1s\u00e1nak meg\u0151rz\u00e9se \u00e9rdek\u00e9ben. Felh\u00edvta a hallgat\u00f3s\u00e1g figyelm\u00e9t arra, hogy az \u00e9ghajlatv\u00e1ltoz\u00e1s \u00e9s a v\u00edzszint ingadoz\u00e1sa olyan kih\u00edv\u00e1sok, amiket csak k\u00f6z\u00f6sen, hat\u00e1rokon \u00e1tny\u00fal\u00f3 v\u00edzgazd\u00e1lkod\u00e1ssal \u00e9s term\u00e9szetv\u00e9delmi strat\u00e9gi\u00e1kkal lehet kezelni. K\u00e9rd\u00e9sk\u00e9nt felvet\u0151d\u00f6tt a t\u00f3 v\u00edzp\u00f3tl\u00e1s\u00e1nak, a Duna viz\u00e9nek a Fert\u0151be t\u00f6rt\u00e9n\u0151 bevezet\u00e9s\u00e9re vonatkoz\u00f3 tervek \u00fcgye. Err\u0151l a k\u00e9rd\u00e9sr\u0151l m\u00e1r r\u00e9gebb \u00f3ta \u00e9l\u00e9nk diskurzus zajlik Ausztri\u00e1ban \u00e9s egyeztet\u00e9sek is folynak a magyar oldali hivatalos szervekkel.<\/p>\n\n\n\n

Kun Zolt\u00e1n <\/strong>(Nagy Tavak \u00e9s Vizes \u00c9l\u0151helyek Sz\u00f6vets\u00e9ge) el\u0151ad\u00e1s\u00e1nak bevezet\u0151j\u00e9ben szeml\u00e9ltette, hogy mi\u00e9rt k\u00fcl\u00f6nleges a Fert\u0151t\u00e1j \u00e9s benne a sztyeppt\u00f3, majd felh\u00edvta a figyelmet arra, hogy az emberek \u00e1ltal elfogadott hat\u00e1rokat (legyen az politikai vagy tulajdonosi) a term\u00e9szet nem ismeri. A biol\u00f3giai sokf\u00e9les\u00e9g k\u00f6z\u00f6s \u00f6r\u00f6ks\u00e9g\u00fcnk, aminek v\u00e9delme – a magyar alapt\u00f6rv\u00e9ny alapj\u00e1n – valamennyi\u00fcnk k\u00f6teless\u00e9ge a j\u00f6v\u0151 gener\u00e1ci\u00f3 \u00e9letmin\u0151s\u00e9ge \u00e9rdek\u00e9ben. Mivel a v\u00edztesten \u00e9s a v\u00edzgy\u0171jt\u0151 ter\u00fcleten k\u00e9t orsz\u00e1g osztozik, \u00e9s jelent\u0151s klimatikus \u00e9s ebb\u0151l ered\u0151 hidrol\u00f3giai v\u00e1ltoz\u00e1sokkal \u00e1llunk szemben, fontosnak tartja, hogy a Fert\u0151-t\u00e1jra a k\u00e9t orsz\u00e1g k\u00f6z\u00f6sen alak\u00edtson ki j\u00f6v\u0151k\u00e9pet, ami a ter\u00fclet ellen\u00e1ll\u00f3k\u00e9pess\u00e9g\u00e9t (reziliencia) a kl\u00edmav\u00e1ltoz\u00e1ssal szemben n\u00f6veli. Hangs\u00falyozta, hogy t\u00e1ji l\u00e9pt\u00e9kben kell gondolkodnunk, az \u00e1llamhat\u00e1rokon \u00e1tl\u00e9pve \u00e9s nem csak a tavat, hanem a Hans\u00e1got \u00e9s a Fert\u0151zugot is ide\u00e9rtve. <\/strong>Sz\u00f3lt a nemzetk\u00f6zi k\u00f6rnyezetr\u0151l \u00e9s a term\u00e9szetv\u00e9delem magyarorsz\u00e1gi helyzet\u00e9r\u0151l, egyebek mellett \u00e9rintve az EU Term\u00e9szet Helyre\u00e1ll\u00edt\u00e1si Jogszab\u00e1lyt, a kl\u00edmat\u00f6rv\u00e9nyt, a V\u00edz keretir\u00e1nyelvet, \u00e9s az EU V\u00edz ellen\u00e1ll\u00f3k\u00e9pess\u00e9gi start\u00e9gi\u00e1t. Majd a hazai k\u00f6rnyezetet v\u00e9ve g\u00f3rcs\u0151 al\u00e1 elmondta, hogy a term\u00e9szetv\u00e9delem a magyar oldalon jelenleg nem \u00f6n\u00e1ll\u00f3, hanem az agr\u00e1rminiszt\u00e9rium al\u00e1 tartozik, a hat\u00f3s\u00e1g mozg\u00e1stere pedig a nemzetgazdas\u00e1gi szempontb\u00f3l kiemelt beruh\u00e1z\u00e1sok tekintet\u00e9ben korl\u00e1tozott. Az EU-s v\u00e1llal\u00e1sokat jobb\u00e1ra csak pap\u00edron igyeksz\u00fcnk teljes\u00edteni, \u00e9s \u0151szinte \u00e1ll\u00e1spontja szerint a hazai term\u00e9szetv\u00e9delem sajnos csup\u00e1n csak egy mostohagyermek. Mindezek mellett a t\u00e1rsadalmi tudatoss\u00e1g szintje sokkal alacsonyabb Magyarorsz\u00e1gon, mint arra sz\u00fcks\u00e9g lenne. \u00d6sszegezve az el\u0151ad\u00e1s\u00e1t Kun Zolt\u00e1n kiemelte, hogy a kih\u00edv\u00e1sok a Fert\u0151-t\u00e1jon nagyon \u00f6sszetettek, ez\u00e9rt a j\u00f6v\u0151 szempontj\u00e1b\u00f3l a hat\u00e1ron \u00e1tny\u00fal\u00f3 p\u00e1rbesz\u00e9d \u00e9s egy\u00fcttm\u0171k\u00f6d\u00e9s l\u00e9tfontoss\u00e1g\u00fa a d\u00f6nt\u00e9sek szempontj\u00e1b\u00f3l.<\/p>\n\n\n\n

Buchert Eszter <\/strong>(Fert\u0151 t\u00f3 Bar\u00e1tai Egyes\u00fclet) el\u0151ad\u00e1sa a turizmussal foglalkozott, bemutatva az osztr\u00e1k hallgat\u00f3s\u00e1gnak a magyar oldali saj\u00e1toss\u00e1gokat, ahol a turizmus szerkezete jelent\u0151sen elt\u00e9r az osztr\u00e1k oldal\u00e9t\u00f3l. A magyar oldalon a turizmus ink\u00e1bb \u00f6koturisztikai \u00e9s oktat\u00e1si<\/strong>, nem pedig v\u00edzi-rekre\u00e1ci\u00f3s jelleg\u0171. A vasf\u00fcgg\u00f6ny \u00e9vtizedei alatt a magyar part elz\u00e1rt ter\u00fclet volt, ami megakad\u00e1lyozta a nagym\u00e9rt\u00e9k\u0171 be\u00e9p\u00edt\u00e9st. Ez a k\u00e9nyszer\u0171 \u00e9rintetlens\u00e9g tette lehet\u0151v\u00e9 a term\u00e9szetes \u00e9l\u0151helyek megmarad\u00e1s\u00e1t, szemben az osztr\u00e1k oldal kor\u00e1bban ki\u00e9p\u00fclt v\u00edzi infrastrukt\u00far\u00e1j\u00e1val. Haz\u00e1nkban a Fert\u0151- tavi turizmus z\u00e1szl\u00f3shaj\u00f3ja a fert\u0151r\u00e1kosi Fert\u0151-part volt, melyet 8 \u00e9ve „fejlesztenek” \u00e9s a ter\u00fcletet elvett\u00e9k az emberekt\u0151l. El\u0151ad\u00e1s\u00e1ban r\u00e9szletesen bemutatta a kiemelt jelent\u0151s\u00e9g\u0171 fert\u0151r\u00e1kosi beruh\u00e1z\u00e1st \u00e9s ennek t\u00f6rt\u00e9net\u00e9t, kezdve a c\u00f6l\u00f6ph\u00e1zak \u00e9p\u00edt\u00e9s\u00e9nek idej\u00e9t\u0151l, az 1970-es \u00e9vekt\u0151l, a mai napig. Ismertette a Fert\u0151 t\u00f3 Bar\u00e1tai Egyes\u00fclet \u00e1ltal megval\u00f3s\u00edtott Fert\u0151-konzult\u00e1ci\u00f3 k\u00e9rd\u0151\u00edv eredm\u00e9nyeit, melynek az volt a c\u00e9lja, hogy a helyi lakoss\u00e1g is elmondhassa, milyen l\u00e9tes\u00edtm\u00e9nyeket szeretne a Fert\u0151 partj\u00e1ra, \u0151ket ugyanis a beruh\u00e1z\u00e1s kezdetekor nem k\u00e9rdezt\u00e9k meg. Ezt k\u00f6vet\u0151en a Fert\u0151-tavi korm\u00e1nybiztos \u00e1ltal k\u00f6zz\u00e9tett Fert\u0151 F\u00f3rum anyaghoz f\u0171z\u00f6tt \u00e9szrev\u00e9teleket, hozz\u00e1t\u00e9ve ezekhez, hogy milyen probl\u00e9m\u00e1kat \u00e9s nyitott k\u00e9rd\u00e9seket l\u00e1t a dokumentumban. Elmondta, hogy a helyiek a hossz\u00fa \u00e9vek eredm\u00e9nytelens\u00e9ge \u00e9s v\u00e1rakoz\u00e1sa ut\u00e1n m\u00e1r annak is hangot adnak, hogy a 12 milli\u00e1rd forint k\u00f6zp\u00e9nz elk\u00f6lt\u00e9s\u00e9nek, az \u00f6kol\u00f3giai k\u00e1rok okoz\u00f3inak felel\u0151seit fel kell kutatni.<\/p>\n\n\n\n

\u00d6sszegezve az el\u0151ad\u00e1s\u00e1t elmondta, hogy a magyar oldali Fert\u0151-t\u00e1j egyik legnagyobb kih\u00edv\u00e1sa jelenleg a turizmus \u00e9s a term\u00e9szetv\u00e9delem egyens\u00faly\u00e1nak – a l\u00e1togat\u00f3i \u00e9lm\u00e9ny, az \u00e9l\u0151helyek v\u00e9delme \u00e9s a helyi lakoss\u00e1g j\u00f3l\u00e9te – egyens\u00faly\u00e1nak megteremt\u00e9se. <\/strong><\/p>\n\n\n\n
