A Fert\u0151 t\u00f3 Bar\u00e1tai Egyes\u00fclet tagjai 2019 augusztusa \u00f3ta igyekeznek felh\u00edvni a figyelmet arra, hogy a Fert\u0151 tavi vizitelep \u00fagynevezett rekonstrukci\u00f3ja, amit c\u00e9lszer\u0171bb ink\u00e1bb dekonstrukci\u00f3nak, rombol\u00e1snak nevezni, k\u00f6rnyezetv\u00e9delmi szempontb\u00f3l agg\u00e1lyos. A civil szervezet v\u00e9lem\u00e9ny\u00e9t a legfrissebb UNESCO dokumentum meger\u0151s\u00edti.<\/strong><\/p>\n\n\n\n

Az UNESCO Vil\u00e1g\u00f6r\u00f6ks\u00e9gi Tan\u00e1cs\u00e1nak 45. \u00fcl\u00e9s\u00e9t Rijadban tartj\u00e1k 2023 szeptember 10-25 k\u00f6z\u00f6tt. Az \u00fcl\u00e9sen megt\u00e1rgyalj\u00e1k a vil\u00e1g\u00f6r\u00f6ks\u00e9gi list\u00e1n szerepl\u0151 ter\u00fcletek v\u00e9delmi \u00e1llapot\u00e1t (State of Conservation), amihez k\u00e9sz\u00fclt egy h\u00e1tt\u00e9r dokumentum is (itt<\/a>\u00a0\u00e9rhet\u0151 el angol nyelven). Az UNESCO v\u00e9lem\u00e9nye \u00e9rdekes m\u00f3don egyezik az Egyes\u00fclet\u00fcnk 2019 \u00f3ta k\u00e9pviselt v\u00e9lem\u00e9ny\u00e9vel (magyar ford\u00edt\u00e1s az eredeti angol nyelv\u0171 sz\u00f6veg alatt, DeepL program haszn\u00e1lat\u00e1val k\u00e9sz\u00edtve).<\/p>\n\n\n\n

\u201eThe Sopron Fert\u0151 Lake Resort project therefore cannot be considered in isolation, even if it is presented as the only development proposal on the Hungarian side, as Fert\u0151\/Neusiedlersee is one landscape system, already prone to the effects of development. The project is sited in an artificially created area that needs rehabilitation, but the development proposes massive further artificialization of the area and substantial increase of built volumes, aiming to serve more than 4,000 users a day in high season, with significant impacts on the property\u2019s natural and cultural attributes. The Heritage Impact Assessment (HIA), annexed to the state of conservation report in 2020, presents significant flaws in its evaluation of impacts. The conclusion that the project\u2019s impacts will be mostly positive or neutral appears unconvincing. The decision to carry out separate EIAs, annexed to the state of conservation report in 2020, for the two project phases has not facilitated a comprehensive assessment of impacts; furthermore, it appears that neither EIA considers transboundary impacts. Consultations requested by the relevant Hungarian authorities, and referenced in the States Parties report, mention caveats regarding the development\u2019s excessive size, such as reducing the planned built-up areas and removing traffic-generating activities, but these have not been considered<\/em>.\u201d<\/p>\n\n\n\n

A soproni Fert\u0151-t\u00f3f\u00fcrd\u0151 projektet ez\u00e9rt nem lehet elszigetelten vizsg\u00e1lni, m\u00e9g akkor sem, ha a magyar oldalon az egyetlen fejleszt\u00e9si javaslatk\u00e9nt jelenik meg, hiszen a Fert\u0151\/Neusiedlersee egy t\u00e1jrendszer, amely m\u00e1r most is ki van t\u00e9ve a fejleszt\u00e9sek hat\u00e1sainak.<\/p>\n\n\n\n

A projekt egy mesters\u00e9gesen l\u00e9trehozott ter\u00fcleten helyezkedik el, amely rehabilit\u00e1ci\u00f3ra szorul, de a fejleszt\u00e9s a ter\u00fclet tov\u00e1bbi massz\u00edv mesters\u00e9gess\u00e9 t\u00e9tel\u00e9t \u00e9s az \u00e9p\u00edtett volumenek jelent\u0151s n\u00f6vel\u00e9s\u00e9t javasolja, a f\u0151szezonban napi t\u00f6bb mint 4000 felhaszn\u00e1l\u00f3 kiszolg\u00e1l\u00e1s\u00e1t c\u00e9lozva, ami jelent\u0151s hat\u00e1ssal van a term\u00e9szeti \u00e9s kultur\u00e1lis adotts\u00e1gokra. Az \u00f6r\u00f6ks\u00e9gv\u00e9delmi hat\u00e1svizsg\u00e1lat (HIA), amelyet a 2020-as term\u00e9szetv\u00e9delmi \u00e1llapotr\u00f3l sz\u00f3l\u00f3 jelent\u00e9shez csatoltak, jelent\u0151s hi\u00e1nyoss\u00e1gokat mutat a hat\u00e1sok \u00e9rt\u00e9kel\u00e9s\u00e9ben. Nem t\u0171nik meggy\u0151z\u0151nek az a k\u00f6vetkeztet\u00e9s, hogy a projekt hat\u00e1sai t\u00f6bbnyire pozit\u00edvak vagy semlegesek lesznek. Az a d\u00f6nt\u00e9s, hogy a projekt k\u00e9t szakasz\u00e1ra k\u00fcl\u00f6n-k\u00fcl\u00f6n KHV-kat v\u00e9geztek, amelyek a 2020-as term\u00e9szetv\u00e9delmi helyzetr\u0151l sz\u00f3l\u00f3 jelent\u00e9s mell\u00e9klet\u00e9t k\u00e9pezik, nem tette lehet\u0151v\u00e9 a hat\u00e1sok \u00e1tfog\u00f3 \u00e9rt\u00e9kel\u00e9s\u00e9t; tov\u00e1bb\u00e1 \u00fagy t\u0171nik, hogy egyik KHV sem veszi figyelembe a hat\u00e1rokon \u00e1tny\u00fal\u00f3 hat\u00e1sokat. Az illet\u00e9kes magyar hat\u00f3s\u00e1gok \u00e1ltal k\u00e9rt \u00e9s hivatkozott konzult\u00e1ci\u00f3kat a r\u00e9szes \u00e1llamok jelent\u00e9s\u00e9ben is hivatkoznak, a fejleszt\u00e9s t\u00falzott m\u00e9ret\u00e9vel kapcsolatos fenntart\u00e1sokat eml\u00edtenek, mint pl. a tervezett be\u00e9p\u00edtett ter\u00fcletek cs\u00f6kkent\u00e9se \u00e9s a forgalmat gener\u00e1l\u00f3 tev\u00e9kenys\u00e9gek megsz\u00fcntet\u00e9se, de ezek nem lettek nem vett\u00e9k figyelembe.<\/p>\n\n\n\n
